SBEM Types & Stages
Shell and Core SBEM
Calculated before final fit out, typically on a developers shell and in a mixed use development. This calculation looks predominantly at the building fabric as no services have as yet been installed.
As such typical services that would be used in the development are modelled to enable heat loss calculations.
As Designed SBEM Calculations
Carried out before works commence onsite. This is your chance to amend any M&E or lighting before commencement onsite. We regard this stage as critical within the whole process.
It's a lot easier to amend a desktop exercise.
As Built SBEM Calculations
The As Built is the final certificate for Building Control. This certificate should not have any presumptions and should an air test have been carried out then it shall be entered at this stage. Following this the building is then lodged with the central register for the final sign off energy performance certificate (EPC).
Lodgement to the central register
Upon construction of the building we shall lodge the final EPC with the government register and issue to yourselves, all within our original costing

What is a SBEM Calculation
Simplified Building Energy Model's (SBEMs) calculate the carbon emissions of a commercial property. They are assessed against a notional target building to demonstrate compliance with regulations. Unlike EPCs, SBEMs have a clear pass/fail outcome, shown through the comparison of the BER (Building Emissions Rate) and the TER (Target Emissions Rate).
The calculation methodology looks at the building fabric, lighting levels and HVAC (heating and ventilation system) with all required to meet the minimum levels set out under the latest building regulation edition (Part L2) this is then broken down under the BRUKL document for building control to sign off against.
SBEM calculations are carried out in a similar way to commercial EPCs; however, unlike an EPC, the property cannot be physically surveyed. Instead, the SBEM assessment is performed as a desktop exercise using the architect’s proposed and as-built plans. These plans are recreated in iSBEM to produce a 3D model, allowing the square meterage of walls and windows, as well as the building’s total volume, to be calculated. Building fabric, HVAC, and lighting designs are then assigned to the relevant zones and there efficiencies are checked under the Approved documents part L2 of the building regulations.
The resulting model is assessed against a notional building based on the minimum Part L2 building regulations to ensure a pass.
Building Regulation Part L2 update 2021
Building regulations Part L was updated and came into effect in 2022,
Specifically the cutoff was June the 15th 2022.
This is an important date as any building that has planning pre this date falls under the old regulations which favoured Gas against Electricity and did not require notional PV against.
BPER also came into effect from this date. This is the carbon emissions for the power to be used being received to site (ie cost in carbon for electricity vs gas before consumption)
Both the BPER and BER must pass the BRUKL report for the building to now be signed off without concession from building
